Case Study – Intelligence Failures That Led to the September 11 Attacks. The September 11 attacks represent one of the greatest intelligence failures in the history of the United States. This case study will examine the intelligence failures of 2001 with respect to what we have learned about intelligence reforms during the Cold War.

Investigate the September 11 attacks, and address the following:

  1. Identify a minimum of three major intelligence failures that led to the attacks of September 11, 2001. 
  2. Explain the structural and cultural factors within the C.I.A., N.S.A., and F.B.I. that led to the intelligence
    failures of September 11, 2001. 
    c. Assess which organization is most responsible for these failures.
    d. Outline at least two changes that must be made to create a sufficient intelligence system to prevent future
    terrorist attacks.
